SIKKIM - STATE ANNUAL PLAN 2001-2002LAND REFORMSDEMAND NO. 23The Land Revenue Department looks after the collection of land revenue, maintains and upgrades the land records which constantly change and conducts survey and settlement operations at least every 20 years. For this purpose, the Department has the District Collectorate offices in the four District Head Quarters, the Sub-Division officers in the nine Sub-division Head Quarters which are located away from the District Head Quarters and at the lower level has the Village Level Offices manned by Revenue Supervisors. The Department implements a number of schemes, some of which are centrally sponsored. The schemes implemented are:— 1. DIRECTION AND ADMINISTRATION Rs 7.00 lakhs A provision of Rs 7.00 lakhs has been made to cover all administrative overheads of the Land Record Cell. Computer Cell have been set up at Land Revenue Department (Head Office) the District Collectorate and the S.D.Ms office under the 100% CSS of Computerisation of Land Records. These cells do not have the man power to operate them. This is the single most important factor for the non completion of the schemes. It is imperative to appoint computer operators to make the scheme successful. This amount includes purchase of consumable computer items. 2. STRENGTHENING OF REVENUE ADMINISTRATION AND UPDATING OF LAND RECORDS (50:50 CSS) A) Rs 21.00 lakhs Construction of VLO Centres. (Capital provision) Rs 10.50:10.50 lakhs Government of India has approved and sanctioned Rs 96.60 lakhs for the construction of 29 VLO centres. Construction of 22 centres and augmentation of 7 old centres has been completed. Construction of remaining centres will be taken up with this fund. B) (Rs 1.00 lakhs) Construction of survey training Institute (Revenue) (0.50:0.50 lakhs) A Survey Training Centre at Karfectar is being set up under the 50:50 CSS of SRA & ULRA Advance of Rs 15.00 lakhs has been transferred to RDD t take up construction work. A token provision of Rs 0.50 lakhs is set aside as State share. C. CADASTRAL SURVEY 50:50 CSS (Rs 25.00 lakhs State Share) The State Government has already approved the conducting of a Cadastral survey for the entire State. The last survey was undertaken in 1976. GOI has approved a pilot project at Namchi Sub-division at a cost of Rs 1.95 Crores. Central share of Rs 55.00 lakhs and State share of Rs 30 lakhs has already been transferred to NIC Delhi in the year 1999-2000-2001 respectively. The proposed survey will use the latest geopositional system technique involving a aerial photogammetry. Rs 25.00 lakhs is set aside as balance State Share to match the Central grant. 4. LAND BANK-SCHEME (Rs 37.00 lakhs) This is a welfare oriented scheme unique to this State. The beneficiaries called Sukumbasis are given cultivable land measuring 1000-2000 sqr. Meters at the cost not exceeding Rs 50,000 per beneficiary. The cost per beneficiary including cost of registration is Rs 52500. It is proposed to select 70 beneficiaries this year.
