MINOR IRRIGATION AND FLOOD CONTROL

DEMAND NO. 20

I. MINOR IRRIGTION: (SURFACE WATER)

Division Scheme

Sikkim is a mountainous State with steep rugged hills, narrow valleys and rocky terrain. The topographical condition does not favours major or medium irrigation schemes and as such all irrigation schemes in the State fall under surface flow Minor Irrigation schemes category. The rate of rainfall in Sikkim being very high, the irrigation channels suffer extensive damages during the rainy season due to which an appreciable chunk of plan fund gets diverted for restorative works and as such the creation of additional potential is minimum. The total cultivable land available in Sikkim is approximately 82,213 Hectares. The department has set an ultimate target of potential creation up to 50,000 Hectares.

Creation of Irrigation potential vis-à-vis utilisation yearwise is as follows:

By the end of 2000-2001 the total irrigation potential created was 34,118 Hectare (Approx.) against which the potential utilisation was 25,055 hectare. Proposed outlay for financial year 2001-2002 is kept at Rs 385.00 lakhs. The sub head-wise details are briefly discussed in the following paras:

A total sum of Rs 385.00 lakhs provided envisages for implementation of surface flow minor irrigation schemes by constructing MICs in potential command areas, restoration and repairs of the damaged existing channels etc. The provision also include the outlay for Tribal sub-plan, Special component plan and Assistance to Panchayat Raj Institution for maintenance and minor repairs.

All the irrigation schemes in the State fall under the category of Surface Flow Minor Irrigation Schemes, as the cultivable command areas to be covered by individual schemes are much less than 2,000 Hectares, which is also the minimum coverage required to be created under any Medium Irrigation Schemes as per the national norm. Because of this constraint, the possibility of taking any schemes under medium/major irrigation is not feasible in Sikkim.

By the end of 2000-2001, the total additional potential creation was 33,293 Hectares with the total utilisation of 25,055 Hectares. Both the annual targets of 200 Hectares for creation of additional potential and utilization of 1800 Hectares in 2000-2001 have been successfully achieved by the end of March 2001. This was possible with the extraneous efforts of the department.

The completion of the Irrigation schemes in previous years have gone a long way to help the beneficiaries to boost their cropping for upliftment of the socio-economic condition in a humble way but this is only the beginning for future shape of things to come.

It is still more than halfway of achieving the ultimate target of creation of irrigation potential of 50,000 Hectares. Public demand for irrigation channels is growing year by year. In addition to the demand for new schemes, upgradation of existing Kutcha Channels is also a persistent demand. Restoration of minor irrigation Schemes which get severely damaged/washed-out during every monsoon depriving farmers of much needed water to irrigate their land deserves special attention. Considering the growing demand and the need for upgradation/restoration works, an outlay of Rs 275.58 lakhs has been kept for the year 2001-2002 in which 100.00 lakhs under A.I.B.P. Central loan assistance is also included on 70.30 share basis respectively by Central and State Governments. In the past, the allocation of fund under this sector was not in keeping with the recommendation of the Planning Commission nor it was in consonance with the emphasis given by the State Government to the "DIRECT BENEFIT SCHEMES". Although the demand in this sector is very high but keeping in view of fund constraint at leat Rs 300.00 lakhs would be required in 2001-2002.

II. DIRECTION AND ADMINISTRATION:                                                                                                              Rs 150.00 Lakhs

A provision of Rs 198.40 lakhs is made for meeting establishment expenditure of the department. Since the time the department was entrusted with the flood control and drainage works all over Sikkim, work load in the department has increased tremendously and it has become impossible to attend to the demands made by the public. The deparment, therefore, plans to expand the organisation by adding atleast one field Division and two Sub-Divisions with associated staff and field personnels. Consequently, the department, proposes to purchase a few vehicles to meet the additional requirement as well as to replace some old vehicles which have become unserviceable.

III. INVESTIGATION:                                                                                                                                              Rs 2.00 lakhs.

1. A provision of Rs 2.00 lakhs is made for survey and investigation of irrigation schemes. In order to implement any scheme in a planned and designed manner proper survey and investagation are required to be carried out so that estimates are correct and based on actual conditions. The feasibility of any schemes can be examined through detailed survey and investigation and for implementation of any scheme survey and investigation is a must.

2. MACHINERY AND EQUIPMENT:                                                                                                                          Rs 2.00 lakhs

A provision for Rs 2.00 lakhs is made for procurement of enegineering survey instruments and equipments. The machinery and equipments are required for undertaking various survey and investigation works. Some of the old and defective instruments are to be repaired and unserviceable ones to be replaced. Survey equipments such as Theodolites, plans Tables, V-Notches, Current mters, Leveling instruments etc. are proposed to be procured.

3. OTHER EXPENDITURE:                                                                                                                                 Rs 5.00 lakhs (Bidgs.)

A sum of Rs 5.00 lakhs been kept to take up renovation works in Head Office buildings of the department as well as a token provision for construction of Sub-Division Office building at Namchi. Also the development of Stock yard at Tadong, Gangtok has to be taken up during 2001-2002.

4. CENSUS OF MINOR IRRIGATION:                                                                                                             Rs 1.50 lakhs

Census of Minor Irrigation Channels has to be conducted regularly to keep on upgradating the Statistics/records of the previous year.

IV. FLOOD CONTROL & DRAINAGE:

1. Surface Drainage & Antl Erosion Works:

Besides flood protection works along river banks. It is also important to take up surface drainage and anti-erosion works in towns and bazaar. In absence of efficient drainage network, the hap-hazard and unguided flow of water cause severe damages to life and property as experienced during the calamity of May & June 1998. The huge surface run-off during heavy rains cuases massive soil erosion and landslide. It is therefore, very important to construct catchwater drains, Jhora training works and protection works to prevent soil erosion and landslide especially in built up areas.

The Department proposes to provide an efficient network of drainage system based on scientific investigation and design in and around the capital town of Gangtok for disposal of storm water. Some of the existing Jhoras have already been trained to cater to the immediate need and more such drainage network will have to be designed and provided. A digital terrain model of the area has already been prepared for this purpose through a private firm, namely M/s Gokul Pvt. Ltd. Consultants like Water and Power Consultancy Services (India) Ltd. (WAPCOS) have been approached for Scientific Investigation and design of storm water drainage system at Gangtok and surrounding areas.

Anti-erosion works along with drainage system have to be provided in some of the chronic slide zones, such as The Lokchu Khola Slide at Tathangchen. Scientists and landslide experts of Central Soil and Materials Research Institute, New Delhi and Swedish Geotechnical Institute have inspected the landslide area and their opinion and advice is being sought for tackling the problem. There are similar landslide affected areas such as Lumsey at Tadong, Samdur above Ranipool where extensive anti-erosion and landslide control works are required. Other towns, where surface drainage and anti-erosion works are required to be undertake, each Mangan, Namchi, Gyalshing, Pakyong, etc.

2. Flood Control & River Training

Sikkim, a mountainous state, has numerous fast following streams and rivers due to steep bed slope. Due to very high rainfall, the rivers and rivulets get swollen during monsoon. Rains of high intensity causes sudden and enormous increase in the discharge of these rivers. Such floods in the rivers have brought devastation to the towns situated on the banks of some of these rivers.

Therefore, the towns and villages located at the banks of these rivers, having large catchment areas, are always endangered by the floods. Most of the towns and bazaars in Sikkim as enumerated below are situated along river banks and face constant threat of damages during the monsoons.

Apart from the above mentioned towns, some industrial units, such as Fruit Preservation Factory at Singtam and Vanaspati Plant near Manpur are also situated by the river banks.

The towns which are under imminent threat of damage due to flood and require immediate flood protection works are Rangpo, Rongli, Rorathang, Chungthang, Lachung, Ranipool, Melli, Jorethang, Legship, Reshi and Singtam. There is a provision of Rs 30.00 Crores in 9th Plan under F.C.R.T. and in the first three financial year the allocation was only upto Rs 4.00 Crores from State plan. There is a provision of 190.00 lakhs in this sector.

V. SCHEMES FINANCED BY NABARD –                                                                                                                 Rs 200.00 lakhs

Above and all those schemes under FCRT, many schemes have to be taken up financed by NABARD, under RIDF-VII which includes major project works of Jhora Training, Protection works, Manipur Irrigation Channels etc. A sum of Rs 200.00 lakhs is kept under this scheme during 2001-2002.

VI. COMMAND AREA DEVELOPMENT
(Additional facilities through Distribution):                                                                                                     Rs 5.00 lakhs

The objective of this scheme is aimed at increasing the utilisation of the irrigation potential already created and augmentation of existing channels for increasing the coverage for which the Govt. of India has also given special emphasis. First phase of the project has already been submitted to Govt. of India for funding during the 9th five year plan. Detailed Project Report have been submitted to Ministry of Water Resources. Government of India, for sanction and implementation on 50:50 sharing basis between State and Centre. Provision for Rs 5.00 lakhs only has been made during 2001-2002 for taking up CADP Schemes though the CAD Wing as Central has cleared a project under this scheme for 762.00 lakhs for the State with provision of Rs 5.00 lakhs during 2001-2002 on 50:50 sharing basis by both State and Centre.

VII. BORDER AREA DEVELOPMENT PROGRAMME                                                                                              Rs 20 lakhs

Under Border area Development Programme Jhora Training works, Protection works anti-erosion works and others are taken up for stabilization of lands in all the border areas of Sikkim. A provision of Rs 20 lakhs is earmarked under this sector during C.F.Y.

VII. STOCK SUSPENSE                                                                                                                         Rs 600.00 lakhs                                

The department needs to provide ready stock of construction materials like Cement, Torsteels, G.I., Wire required for execution of all types of works under the department. Accordingly, a sum of Rs 60.00 lakhs as revolving fund for is kept for stock purchase in C.F.Y. The money is recouped back to Stock Suspense by cost realized from the works against stock issued to them, during settlement of their bills.
