Direction and Administration:

In order to meet establishment cost such as salaries. Travel Expenses, Maintenance of Motor Vehicles. Office Expenses, etc for the personnel of the Department of Science and Technology, a sum of Rs 32.00 lakhs has been allocated for the financial year 2001-2002. Details are as under:

2. Grants to State Council of Science & Technology for Sikkim Rs 38.00 lakhs

Details of Plan/Schemes/Programmes are as under:—

(a) Research & Development:

(i) Research Grants:

A number of research projects and fellowship grants have been approved and sanctioned by the Executive Committee for the State Council of Science and Technology for Sikkim during the last financial year. These R&D Projects have relevance to the State and are aimed at helping solve location specific problem in areas such as Bio-technology, Health, Environment, Horticulture, Agriculture and Forestry.

An amount of Rs 1.00 lakh for the financial year 2001-2002 has been proposed for the purpose.

(ii) State Tissue Culture Centre:

During the course of the last one-year the activities of the Tissue Culture laboratory has grown manifold. Besides the normal work or producing tissue-cultured plants the centre has imparted training to rural women & school dropout in the technique of Tissue Culture of Orchids & Mushroom Cultivation.

In order to under take all these activities the laboratory infrastructure needs strengthening. In the purpose of acquiring glassware, chemicals, plant growth chamber, hardening shed and meeting administrative and wages expenses, a budget provision of Rs 2.00 lakhs has been proposed for the financial year 2001-2002.

(iii) Remote Sensing Centre:

The Remote Sensing Centre has a number of important ongoing projects. These includes glacial studies, watershed mapping, landslide zonation and compilation of database of the entire States Natural Resources.

In order to strengthen the Centre and upgrade its hardware and software, a provision of Rs 2.00 lakhs has been proposed for the financial year 2001-2002.

Break-up is as under:

1. R&D support for research grant and fellowship

Rs 1.00 lakhs

2. State Tissue Culture Centre

Rs 2.00 lakhs

3. State Remote Sensing Centre

Rs 2.00 lakhs

Rs 5.00 lakhs

 

(b) Science Centre Cum Planetarium:

The establishment of Science Centre with a Planetarium as a centre piece is one of the major projects envisaged by the Department during the course of the 9th fie year.

The Council has already acquired 5 (five) acres of land at Sajong, Rumtek, East Sikkim for the purpose of establishment of this Science Centre cum Planetarium.

The National Council of Science Museum (NCSM), Calcutta have also shown interest in setting up a science Centre in the State and this Centre is also expected to carry out the activities associated with the establishment of the Planetarium. An amount of 10% i.e. Rs 20 lakhs is to be contributed by the State for the 2.00 Crore Project for the development of the Science Museum. It is therefore proposed to contribute Rs 10.00 lakhs of the State during the current year and Rs 10.00 lakhs during the next financial year.

An amount of RS 10.00 lakhs therefore is proposed for the current financial year 2001-2002.

(c) Rural Technology:

In order to improve the efficiency and quality of life of our rural masses, a number of schemes under this programme are to undertaken during the course of financial year 2001-2002.

Technology such as Micro Hydel project, low cost housing for rural poor, waste management technologies, establishment of Rural Technology Park at Mangan, Food Technology and alternate source of energy, installation of Cardamom driers and other such relevant and suitable technologies applicable especially in hilly regions are to be taken up during the year 2001-2002.

A provision of Rs 5.00 lakhs has been proposed for the financial year 2001-2002.

(d) Communication and Popularisation of Science:

Under this programme, various schemes for the promotion of awareness of Science such as Celebration of National Science Day, Vigyan Pradharshanis, Debate and Quiz Competitions, etc are to be carried out. A monthly Science and Technology newsletter is a regular feature in the State. Study tour for Science Students to various Scientific Institutions within Sikkim is to conducted.

Free coaching classes for Science Students of Class X & XII to be imparted to cover all four districts of the State. Grants to various Institutions for popularisation and promotion of Science is also proposed to be made during the course of the year.

A provision of Rs 6.00 lakhs has been allocated for the financial year 2001-2002.

(e) Entrepreneurship Development Programme:

A number of training programme in low cost nursery techniques, improved chulha, biowaste management. Bamboo treatment, Rabbit farming, Mushroom Cultivation, etc. enterpreneurship programme are to be conducted during the year. These trainings are aimed at generating self employment and supplementing income of the unemployed.

A provision of Rs 2.00 lakhs has been proposed for the financial year 2001-2002.

(f) Science Library:

The Council is maintaining a Science library at the White Hall Complex. The Library caters to knowledge regarding Science subjects. During the course of the year, it is proposed to purchase more books and Scientific journals to upgrade the library as such.

A provision of Rs 1.00 lakh has been proposed for the financial year 2001-2002.

(g) State Council Secretariat:

The State Council secretariat though supported by DST (GIO) has an annual recurring need for infrastructural facilities. The Secretariat is housed in a rented premise and there are other recurring expenses such as office expenses/TA etc.

Further, provisions are being made for the procurement of Franing machine, Electronic typewriter, etc.

For the purpose, and amount of Rs 9.00 lakhs is allocated for the financial year 2001-2002.
