DIRECTORATE OF ECONOMICS & STATISTICS, MONITORING AND EVALUATION

DEMAND NO. 30

The earstwhile Bureau of Economics & Statistics has since been renamed as Directorate of Economics & Statistics, Monitoring and Evaluation. The Directorate of Economics & Statitics, Monitoring and Evaluation continued to function as the Statistical wing of the planning and Development Department as before. With the increase responsibilities with its expansion, the Deptt, has now poised to function as a Separate Directorate of Evaluation and Monitoring with proposed addition of manpower at all levels. However, the main activities of the Directorate of Economics & Statistics, Monitoring and Evaluation continues to include the following State/Central Sector schemes for the year 2001-2002.

1. NATIONAL SAMPLE SURVEY (CSS 50:50)                                                                                     Rs 17.00 lakhs

The Directorate of Economics & Statistics, Monitoring and Evaluation has since completed the field work in respect of 56th round NSS covering "Unorganised manufacturing enterprises" on matching sample basis with the Central NSS. With the increased deployment of manpower and resources in accordance with the increased coverage of the survey the expenditure is likely to increase to considerable extent. Accordingly, the outlay of Rs 17.00 lakhs as State share will cater to all round need of the scheme for its technical viability.

2. ECONOMIC ADVICE & STATISTICS                                                                                                Rs 44.90 lakhs

The crucial activities of the Directorate of Economics & Statistics, Monitoring and Evaluation concentrates on its price collection schedules through the selected urban and rural market of the State. The price indices are built up keepting 1982 as base year and price bulleting and indices of CPI are brought out at regular intervals. The proposal for a family living survey for adopting a new base year and constructing the weighting diagram for commodities and services to be included under the purview of the survey is to be explored. In addition to this, during the year under reference, it proposes to establish Monitoring & Evaluation wing within the Directorate. The establishment of such a set up is a must in Directorate of Economics & Statistics, Monitoring and Evaluation which will have similar offices in the districts. The Directorate deals with collection, compilation, processing of data analysis and publication of reports in all socio-economic aspects of the State. The proposals are envisaged under this scheme.

The allocation of RS 34.00 lakhs will be used for continuance of the ongoing projects and introduction of new items of work under the new Directorate.

3. STATE INCOME UNIT                                                                                                                        Rs 16.00 lakhs

The Directorate of Eco. & Statistics, Monitoring and Evaluation is working on the new series of estimates of SDP with the methodology prescribed by the national Accounts Division, CSO, Govt. of Inda with 1993-94 as the base year. In order to improve the quality estimates, a good number of type-studies/adhoc surveys are proposed to be organised at the instance of NAD, CSO during the year 2001-2002. The allocation of Rs 16.00 lakhs will be used to orgnaised the scheme more effectively.

4. DISTRICT STATISTICAL OFFICE                                                                                                         Rs 7.00 lakhs

The proosed of creation of new District office of the Directorate of Economics & Statistics. Monotoring & Evaluation could not be materialised due to fund constraint and other instrumental problem. The proposed to create new District Office in the West District is thought of during the year 2001-2002. Accordingly, and allocation of Rs 7.00 lakhs will be used for continuance and strengthening of the existing DSO, Namchi, South as well as creation of new office for West District at Gyalzing during the year 2001-2002.

5. PUBLIC FINANCE UNIT                                                                                                                        Rs 3.00 lakhs

The unit proposes to take up comprehensive studies on Economic Purpose classification of State govt. Budget, budget in brief, capital formation, input and output transection table and related aggregates during the year under report. The allocation of Rs 3.00 lakhs will be used for the scheme during the year 2001-2002.

6. EARAS                                                                                                                                          Rs 3.00 lakhs

(Establishment of Agency for Reporting Agri. Statistics)

EARAS is a centrally sponsored scheme (CSS 50:50) to evaluate the land use statistics, crop ara, production and yield of major Agriculture crops of the States. In order to have smooth running of the scheme, an allocation of Rs 3.00 lakhs as State share will be used during the year 2001-2002 in respect of salary, travel expenses and other day to day work of the on-going scheme.
