The combined office of NCC and SYA functioning in White Hall Complex is to be segregated with NCC office shifting to Tadong, which has already been approved by the government. Vacant space created due to shifting of NCC office is intended to be remodelled to accommodate officers and staff of the department Due to the segregation department of Sports and Youth will have a shortfall of accounts clerk and peon. It is proposed that this shortfall be filled for smooth functioning of office. As per government direction on computerization of offices the department has set aside an outlay uner Machinery and Equipment for purchase of computer for head quarters and District Offices. To impact better training/education to Coaches, Physical Instructors, Clubs and Sports Persons, need for Audiovisual Equipments is found necessary. Hence, a set of suitable equipments is proposed to be purchased. Further, in order to proote traditional sports, it is proposed to create two posts of archery coach during the financial year. Outlay under this head is enhanced to meet above proposals.
Outlay under this head provides mainly for running of three nationally based youth programmes i.e. National Cadet Corps, National Service Schemes and Bharat Scouts and Guides. They are well-established organizations and have uniform patterns of schemes all over the country. The Central Government has revised the honorarium of NCC officers from current year., An arrears of the difference has to be paid next year. Annual training camps which is an intrinsic part of annual training curriculum, need to be held, for which additional five lakhs is kept next year.
Outlay under this head is intended for giving grants to state sports associations and incentives to promising sports persons. With increase in number on sports associations outlay has been enhanced to provide more grants to further sports activities in the state through clubs/associations. Incentives to promising sponrts persons is kept to motivate sports persons to do better in their fields and fulfil a long standing demand of associations for providing towards to deserving sports persons.
The four main programmes under this head are:- I. Provision to games materials to schools, state and district training centers and holding of coaching camps. Outlay for providing sports materials is enhanced to promote better sports activities in the state. Health club started at White Hall recreational complex will be further developed to provide better facilities. More coaching camps for various sports will be held to improve sports like boxing, football, tae knonda etc. in which the state has been gaining reorganization. II. Sports and games activities. Fund constrains had restricted inter-school competitions to football only last year. With the current enhanced allocation, competitions will be held in football, volleyboll, athletics, table tennis, boxing and tae kwondo. Women’s football and boxing will also be encouraged this year. Coaching programmes will be held in various games permitting participation of Sikkim in national school games and other national meets. III. Sports Hostel. A sports hostel has stated functioning at Namchi and has presently 26 footballers under the age of 14 years. Under training there. These trainees will undergo training for four years. More trainees will be added through talent hunt by the department throughout the state, this is the only facility for long-term training presently available in the state. IV. Sports Academy at Gangtok The department has initated estabishment of a sports academy at Gangtok to promote sports activities in the state. The academy is intended to be equipped with all necessary equipments like audiovisuals etc. to impart better training and education in sports activities.
Provision under Capital Outlay will be utilized for: 1. Clearing up past liabilities against residual work done at Sports cum Gym. Complex White Hall. Liabilities for renovation and maintenance works done here during the last financial year need also be cleared. 2. Development of playgrounds under CSS 75.25% is intended to be fully utilized with increase in state share. Four play grounds approximately at the rate of three lakh each, is proposed to be constructed next year. 3. Most of existing sports facilities require up gradation. To meet administrative cost of preparing detailed plans and estimated including payment of Architect fees, soil testing etc. of sports projects will be met from the head Sports and Games Infrastructure. 4. The Proposal upgradation of Paljor Stadium’s has been sanctioned under non lapsable pool for Rs 8.95 crore and Rs 2.00 core will be provided by the ministry of Sports Affairs. 5. Construction of Youth Hostel at Gangtok is underway. Government of India funding of Rs 59.21 lakhs is sanctioned out of which first instalment of rupees ten lakhs has already been received. Due to change of sites and some legal problems the construction work was delayed. Re-tender for the project was floated this year and the government has approved 39% above schedule. The additional cost has to be bome by the state, which is reflected in the budget outlay. ABSTRACT
