SIKKIM - STATE ANNUAL PLAN 2001-2002ANIMAL HUSBANDARYDEMAND NO. 2Livestock rearing is a way of life, a tradition, which, for centuries, has shaped the thoughts, the outlook, the culture and the economic life of the people of Sikkim. Animal Husbandry, therefore, is and will continue to be central to all strategies for planned socio-economic development of the State. Keeping these strategies in view the main objective of the department of animal Husbandry and Veterinary Services is to increase the production of Milk, Eggs, Meat and Wool for which the overall approach and strategies undertaken are reflected in details in the 9th Five Year Plan (1997-2002) document. The programme which are being envisaged during the Annual Plan 2001-2002 are summarised as under: A total outlay of Rs 435.00 lakhs has been envisaged for the annual plan 2001-2002 under Animal Husbandry and Veterinary services and Rs 45.00 lakhs for the Dairy Development Sector. 1. Direction & Administration: Rs 26.65 lakhs. The above provision is intended to cover expenses towards development of suitable man power for enhancing production potential of livestock and health coverage. It also include overheads on manning and furnishing of four Sub-Divisional Offices and also to cover pay and allowances enhancement by the Third Pay Commission. 2. Veterinary Services & Animal Health: Rs 78.50 lakhs In other to increase the productivity of various types of Livestock it is essential to have a sound networks of Veterinary Hospital dispensaries and stockman centre to monitor and control different types of disease occurring in livestock and poultry. These hospital should be provided with basic facilities for carrying out various disease investigation works in the district and also at the state level. Already some works in this respect is done during the financial year 1999-2000 & 2000-2001 and still further improvement of these laboratories is required. Apart from creating these facilities at the district level, these facilities should be made available to farmer within reasonable distance. This is essential to curb the outbreak of any infection and communicable disease. A proper disease reporting system and disease surveillance form an important aspect of field Veterinary care during the financial year 2001-2002. ESTABLISHMENT OF LIVESTOCK TRATMENT CENTRE A. Establishment of Veterinary Hospital: During the 9th Plan period it is envisaged to establish 4 Veterinary Hospital. The establishment of 1 veterinary Hospital in West District is already initiated which will be completed during the financial Year 2001-2002. This will enable the Department to carry out disease control activity in the area with adequate number of trained personnel. It is also disease control activity in the area with adequate number of trained personnel. It is also proposed to upgrade 2 Veterinary dispensaries to full fledged Veterinary Hospital. B. Veterinary Dispensaries: It is proposed to establish 1 No. Veterinary dispensary in the area which are not covered under the networks of animal treatment centre. It will be provided with minimum working facilities and provision of trained manpower and Sub-ordinate staffs. C. Stockman Centres: Most of the stockman centre in the state are functioning from a rented premises. It is porposed to construct stockman centres and staff quarter in the areas where departmental land exists. Accordingly, 5 such centres will be taken up during the financial year 2001-2002. D. Establishment of Disease Investigation Cell (DIC) A separate Disease Investigation Cell has been constituted within the department. This cell is headed by Joint Director who is the overall incharge of Animal Health and Disease Related Activities of the department. He is supported by Deputy Director (DI) at Headquarter. During 2000-2001 DIC at the district level has already been established. These DIC needs further strengthening. E. Cattle Development Scheme: Rs 128.30 This is an ongoing scheme and during the annual plan 2001-2002 has a target to intensify the activities through package of measures to increase the productivity of the local animals through programme of upgrading the local stock with the use of better quality semen from proven sires. The establishment of a Liquid Nitrogen Plant at Karfectar and its conversion into the State Bull Rearing Farm would eventually serve as a nucleus farm for launching the Indo-Swiss Project on Cattle Development and fodder cultivation in Sikkim. Attempts will be made to produce sufficient numbers of superior quality bulls at Karfectar farm and allot them to inaccessible areas where transport of liquid nitrogen is not possible. A separate Breeding Cell has also been constituted within the department. This Cell is headed by Joint Director (Breeding) who is the overall incharge of Breeding aspect of the Cattle. He is supported by Sr. Veterinary Officer (Breeding) and A.I. Officer in the Headquarter level. Efforts shall be made to constitute such Cells at the District level. F. Poultry Development: Rs 8.50 lakhs Poultry farming is commercially viable and employment oriented activity aimed at perceptible improvement in the economic condition of the rural poor. It is imparative to encourage adoption of poultry as a supplementary activity which would contribute significantly towards improvement of the living standards of the rural population. During the Year 1998-99 the department has created infrastructure for on Hatchery-cum-Breeding farm of 5,000 layer and 10,000 broiler parent stock in Bermiok, South Sikkim in collaboration with M/S Venkateshware Hatcheries Limited, Pune. During 2001-2002 it is proposed to establish eight poultry societies two each in every district. During the financial year Rs 50.00 lakhs is proposed as grants-in-aid to Sikkim Poultry development corporation/Sikkim Hatcheries Limited. The Department shall be concentrating on the ongoing Schemes. G. Sheep and Wool Development: Rs 0.50 lakhs Sheep rearing is a traditional activity amongst people inhabiting the alpine areas of the State whose subsidiary is the carpet and blanket weaving industry. Moreover, there is a growing demand for both mutton and wool in the state, thrust is being given to strengthen the existing infrastructure and continue the ongoing scheme. Piggery Development: Rs 8.95 lakhs Pig husbandry is a very popular and lucrative occupation amongst the local Sikkimese. The department has introduced 10 Nos. of Durac breed of Pigs which has been imported from Bhutan. The Department is in the process of introducing fast growing breed of pigs & accordingly 133 Nos. of exotic breed of pigs are expected to reach Sikkim from Australia. Other Livestock Development: Rs 9.50 lakhs A yak farm was established at Thangu in North sikkim and in order to prevent in-breeding amongst the local yak population 14 male yaks had been imported from Bhutan. The department has also established an Angora Rabbit farm at Rabum in North Sikkim. During the Annual Plan 2001-2002 Rabbit farms at the farmers’ level shall be established. Feed & Fodder Development: Rs 27.40 lakhs Grasses mainly control soil erosion and increase soil fertility as well as enhance the productivity of livestock which generally independent on well formulated feed and fodder management strategy. During 2000-2001 over 5,000 farmers were benefited by subsidised supply of fodder seedling. Due to paucity of fund, the implementation pace was staggering. Efforts is being made to develop grasses and legumens in the Alpine and temperate arrears and has accordingly indentified various species of grasses and legumes with the help of Botanical Survey of India. A separate Fodder Cell has been constituted within the department during the Annual Plan 2000-2001. District level fodder cell is also envisaged during the Annual Plan 2001-2002. Extension and Training: Rs 10.40 lakhs To have a close interaction with the farmers and the department personnels as well as to familiarises them with the latest scientific advancement in the field of livestock raising through training and extension services, the above provision is provided. A separate extension and training cell has also been constituted within the department during the Annual Plan 2000-2001. District level Extension & Training Cell is also envisaged during Annual Plan 2001-2002. Investigation and Statistics: Rs 10.00 lakhs The above provision is intended to update the date base relating to the Animal Husbandary and Dairy sector. Besides, monitoring and evaluation, mechanism will also be introduced for improvement of overall management information system. Other Expenditure: Rs 52.80 lakhs The above provision of Rs 52.80 lakhs is earmarked for the construction of meat sale booths grant in aid to SPDC/SHL, implementation of tribal and scheduled castes programme and also to provide back-yard poultry rearing programmes for women, 200 Nos. of such women beneficiaries shall be covered during the annual Plan 2001-2002. Veterinary Services & Animal Husbandry Research: Rs 65.50 lakhs During the Sixth and Seventh Five Year Plans the department under took research projects of sheep, goat, poultry including a study on the food and mouth disease control programmes in the state. These projects were formerly sponsored under the auspices of the ICAR and which have presently been covered under plan. The above provision is intended to support these on going research and development efforts. Vaccination of cattle to protect them against Foot and Mouth Disease would also be continued. Dairy Development: Rs 45.00 lakhs The diary Development programme in the East, West and South district being implemented through Sikkim Milk Union Ltd. Has still not been able to stand on its own feet. For the last 2 decades the organisation has not shown any progress especially in the field of milk quality improvement, procurement and marketing. The unit has now started totally replying on AH&VS grants. In order to backup the Diary Development Programme of SMU, Very recently a turn around Plan for revitalising SMU has been formulated by a Consultant through assistance of I.S.P.S. under the turn around plan only one time grant have been recommended and it is approved by the Government. The turn around Plan period started w.e.f. 1988-99 the total turn around Plan fund requirement is Rs 49.00 lakhs and out of this we have already made provision of Rs 20.00 lakhs and still we have to allocate another Rs 20.00 lakhs during the Annual Plan 2001-2002. NORTH SIKKIM DAIRY DEVELOPMENT PROGRMAME Under the centrally sponsored scheme one Dairy Plant at Mangan and one Chilling Plant at Kabi has been constructed only with central assistances. The District has been completely neglected in the field of Dairying as compared with other three districts of the state. The North district dairy development Programme was even not included in the OPERATION FLOOD programme. Now, as the assests has already been created and or a quicker Dairy Development North during 2001-2002 we propose to establish a separate North District Milk Union Ltd. With departmental technical personnel. As the area is very vergin and the developmental works has to be started right from the scratch during 2001-2002 we propose to allocate a sum of Rs 20.00 lakhs as grants in aid to North District Milk Union Ltd. Similarly, in order to meet the salaries and wages of the staff working under Dairy/Development Programme be propose to allocate a sum of Rs 14.00 lakhs, for the year CENTRALLY SPONSORED SCHEMES The State has been implementing various Centrally Sponsored schemes both for the control of livestock diseases and for increasing livestock productivity. Keping in view the importance of these schemes, the following Centrally sponsored Schemes shall be continued during the annual Plan 2001-2002. The provision of state’s share component are already been reflected in the aforementioned schemes which can be determined through the Title Budget Head. ANIMAL HUSBANDARY DAIRY DEVELOPMENT & ANIMAL HEALTH I. Control of Foot and Mouth Disease: This is continuing centrally sponsored scheme on 50.50% sharing basis and intended to control Foot and Mouth Disease which is of paramount importance as far as production is cattle vis-à-vis its economic bearing. II. Animal Disease Surveillance: This Centrally Sponsored Scheme (50.50%) was taken up during 1983-84 with objective to set up an epidemiological unit to compile, analyse the interpret data on the prevalence disease of livestock of national importance with a view to provide future forecasts in respect of major animal disease. Surveillance units have been established at district level and has a target to establish four more sub-units at sub-division levels during the Ninth Plan period. The above provision is set aside to meet the objective. III. Systematic Control of livestock disease of national importance (a) Control of pollurum disease: It is CSS on 50:50 sharing basis taken up in 1983-84. The technical programme under the scheme is to conduct serological test to detect the carriers of this disease and to take appropriate measures to control it. (b) Rabies control programme: This is another dreaded Zonitic Disease of National Importance. Keeping in view of the importance of the Zonitic disease, provision is made to control this outbreak of this disease through mass vaccination and by destroying their vectors. IV. Rinderpast Surveillance: The CSS (50:50%) was taken up in the year 1982-83 onwards to carry out surveillance on containment vaccination programme against the dreaded Rinderpest disease in Sikkim. Although Sikkim has declared herself provisionally free from the disease but effort is being made to strengthen the present infrastructure and man power to maintain the disease free status as per the OIE guidelines. V. State Veterinary Council: A token provision of Rs 5.00 lakhs has been earmarked for the 9th Plan period and with an Annual Plan outlay of Rs 0.40 lakhs. This provision is envisaged for setting up a Sikkim Veterinary council under the aegies of Indian Veterinary Council. VI. Undertaking sample survey for estimation of production of milk and quinquennial survey (50:50%) To conduct sample survey estimation of production of milk, eggs and wool and to prepare reliable estimates of the livestock products in the State on outlay of Rs 3.00 lakhs is kept.
