Land Reforms

DEMAND NO. 23

The Land Revenue Department is primarily concerned with Revenue Administration in the State which encompasses survey and Settlement operations, maintenance and upgradation of land records and enforcements of land laws of the State.

The administration is carried out from the Secretariat and the Directorate of Survey & Settlement in the Head Quarters and the District Collectors and Sub-Divisional Officers at the District and Sub-District levels.

In the Revenue Blocks Village Level Officers have been appointed to carry out the field works.

In connection with the primary objectives, the department implements the following schemes:-

1. COMPUTERISATION OF LAND RECORDS (100% CSS)

This is a 100% CSS and the funds provided by the Government of India have been utilized for the purchase of hardware and the computerization of land records with the technical assistance of NIC. The facilitates have been extended upto to the Sub-Divisions and the work is almost completed. It is expected that with the up-gradation of records the next phase of online mutation etc. will be initiated.

During the Current Financial year we have a budget provision of Rs 22.13 lakhs which includes purchase of Hardware/Software, Data Entry, Updation and Validation and training.

2. CADASTRAL SURVEY (50:50 CSS)

Under this scheme the work of Aerial Survey of Namchi, Sub-Division which is a Pilot Project approved by the GOI is going on. The work has been entrusted to the NIC, New Delhi. The total cost of the project is Rs 1.95 croes and upto the last financial year 2001-02 we have released 110.00 lakhs to the NIC. During this financial year we have not provided any funds for this scheme as utilization of the amount already released to the NIC, New Delhi has not been complete. This project has been delayed as the Aerial Survey is dependent on weather condition of the area. W have sent a copy of the report of the progress of the project which we have received from the NIC, Delhi to the GOI for information.

3. CONSTRUCTION OF VLO CENTRES (50:50 CSS)

The GOI has approved and sanctioned Rs 96.60 lakhs for the construction of 29 VLO centers. Construction of 22 centres and augmentation of 7 old centers have been completed. Construction of remaining centers will be taken up with the end of Rs 30.00 lakhs provided during this financial year.

4. CONSTRUCTION OF SURVEY TRAINING INSTITUTE (50:50 CSS)

The GOI has made funds available for the construction of a Survey Training Institute and the proposal has been initiated to take up the scheme during the current financial year. A Sum of Rs 15.00 lakhs have been transferred to the Rural Development Department for the construction of the institute at Karfectar, South Sikkim. Utilisation of this amount from the R.D.D. is awaited.

5. DIGITISATION OF CADASTRAL MAPS (100% CSS)

The Government of India has approved the scheme of Digitisation of Cadastral Maps of the State at a total cost of Rs 57.40 lakhs ans have released Rs 28.70 lakhs as first instalment. As per the approval of the GOI the work has been entrusted to a private firm by the name of M/S Hyderabad Mapsets, India, New Delhi. The amount released by the GOI has been paid to the firm and the work is in progress.

6. LAND BANK SCHEME (STATE PLAN)

The Land Revenus Deparmtent has been implementing the Land Bank since 1996-97 Under this scheme genuine landless Sikkimese People (Sukumbasis) are given 1000-2000 square metres of landed property of their choice with financial assistance of Rs 52,500/- per beneficiary. The onus of looking for suitable cultivable land is with the beneficiary. This way the beneficiary is not displaced from his place of residence.

In keeping with the national objective of women empowerment the land allotted under the scheme is recorded in the name of both the husband and the wife as joint owners.

During this current financial year we have a budget provision of Rs 128.00 lakhs under the scheme and the process of identifying land and landless people is being taken up by the District Collectors.

7. DIRECTION AND ADMINISTRATION

A provision of Rs 7.00 lakhs has been made to cover all administrative overheads of the Land Revenue Head Office establishment.
