1. Direction and Administration

A. 2204 – 00.001.60.44 – Head Office Establishment

It has been seven years since the establishment of a separate Department of Sports and Youth Affairs in which time an administrative shape catering to the requirements of the department was given, Joint Secretaries were posted. An accounts division was created. Coaches were posted to give proper coaching to the budding talents of the state.

B. 2204-00.001.60.43 – South/West District –
Rs 12.50 lakhs

Four District Sports Officers presently man the four district sports centers, supported by a skeletal staff, with a Deputy director in charge of the South/ West districts. He is also declared as DDO of these two districts.

2. Youth Welfare Programme for Students –
Rs 18.00 lakhs

The main youth welfare programme for students include the National Cadet Corps, the National Service Scheme, Bharat Scouts and Guides, the participation of youth in adventure activities and in integration camps within and outside the state.

A. 2204 – 00.102.61 – National Cadet Corps:
Rs 12.00 lakhs

The NCC is targeted for special attention. Apart from producing smart and disciplined youth, NCC is valued in job interviews and is an invaluable asset. Our students will benefit from this training in their search for work. NCC conducts coaching and training camps within and outside the state as per NCC norm.

B. 2204-00.102.62 – Bharat Scouts & Guides:
Rs 1.00 lakhs

Annual grant of Rs 1.00 lakh only is released to the Bharat Scouts & Guides, Sikkim Unit for their activities.

C. 2204-00-102.63 – National Service Scheme: (75%CSS)
Rs 5.00 lakhs

The department has a separate National Service Scheme Cell headed by a State Liaison Officer. It functions as per government of India NSS norms. Camps and various programmes are held every year as per the norms and directions of the NSS.

3. 2204-00.103.64 – Youth Welfare Programmes for Non Students:
Rs 18.50 lakhs

With the support given by the Government there now exists a total of 15 state associations, 3 district associations, a state level Yoga association. These bodies link state activities to the national federations. Grants in Aid are released to these associations. Financial incentives are given in order to encourage and felicitate sports persons of the state.

4. Sports and games: A. 2204 – 00.104.65 – Developmental Activities

School Sports, its organization and control comes directly under the purview of the Department of Sports. At the national level school sports is overseen by the School Games Federation of India, of which Sikkim is a member Schools form the base for all sports in the state. Apart from its being the most important medium for inculcating discipline and developing personality in the young and channelizing their energy in a creative way, it is an important means for taking youth away from the attractions of alcohol and drugs. The provision of sports equipments to schools is part of government policy and although the scheme is being implemented, the materials supplied tall much below what the education policy of the government of India has recommended.

Inter school football tournaments for both boys and girls are held and the state level tournaments are held from among the winning district teams. Selected school teams are also sent to participate in National School Games. Coaching camps are held for different disciplines before each major tournaments. The government has approved the formation of a "Sports Authority of Sikkim". The Authority, vide its’ constitution, will be empowered to implement the activities and programmes of the department. Broadly, it will create, maintain and coordinate the use of sports facilities in the state. It will act as the technical arm of the Department of Sports as well as that of the state associations and provide these organizations with equipments, especially of non-expendable nature, and coaching facilities.

B. 2204 – 00.104.66 – Sports Hostel, Namchi –
Rs 12.00 lakhs

As a logical step to broad basing sports at the school and the club level, the department has already taken steps to promote excellence. A sports hostel for football, under the "Search for more Balchungs" scheme has been established. Presently the hostel accommodates --- under 14 years of age boys, selected from all over the state. These students are given free lodging, boarding and sports kits besides constant coaching. A team from this hostel is sent to participate in junior national football tournament.

CAPITAL SECTION: A. 4202-03.101 – Youth Hostels:
Rs 20.00 lakhs

Youth hostel is under construction at 6th. Mile Tadong. This hostel is now nearing completion and will be providing cheap accommodation to the youths, visiting the state.

B. 4202-03-102- Sports Stadia:
Rs 353.00 lakhs

(i) The work at White Hall Annexe building had long been completed. A sum of Rs 11.00 lakhs has been kept aside to meet the final payment.

(ii) Development of Sports infra structure: In order to boost sporting activities in the state a number of sports infrastructure are being created at the district level. A play ground with toilet facilities is being constructed at Lachen, one play ground is under way at Namthang and Bhaichung stadium is being up graded at Namchi.

(iii) Construction of Paljor Stadium: The stadium, under construction at the present, fulfils a long and cherished desire of the people of Sikkim for a modern stadium.
