DEMAND NO. 18

The Department of Information & Public Relations functions as a bridge between the Government and general public in dissemination information relating to all round development of the State. In the age of information the responsibility of collecting information and informing the masses in black and while along with audio-visual media becomes more important at a time when the media of the State is still in infancy stage.

70% of the total population is living in rural areas. Therefore the main objective of the Government is to uplift those rural population. With this sole objective the Government has introduced many welfare and populist schemes. Information & Public Relations Department is also trying to reach remotest area through its "Sikkim Herald: This bulletin in widely circulated in rural areas and keep the rural population well informed about the activities of the Government.

During the tenth five year plan it is proposed to modernize official equipment in Public Address System, Video and still photography Besides this the Department proposed for the computerization of "Sikkim Herald".

FILMS
:6.00 lakhs.

Still cameras will have to bought for all the District Information Centres to cover the visit of VIPs in the District. It is proposed to purchase 2 video cameras and a project during 2002-2003. Rs 6.00 lakhs is kept for annual plan 2002-2003.

Direction and Administration
:22.00 lakhs

To meet the administrative overheads to the department 22.00 lakhs has been kept for 2002-2003. There has been an increase in manpower in IPR during the last Five Year Plan. Owing to which more fund is needed under this head.

All the expenditure on the Government vehicle and house rent of the IPR building are meet from the plan budget. The Government vehicle No. SK-02/0661 which was purchased during 1990 will have to replaced during 2002-2003.

Research and Trainings
:1.00 lakhs

The Department sponor in service candidates for extensive training in Mass Communication in reputed national institutes. This fund will be used for giving scholarship for candidates undergoing courses in journalism.

Advertising and visual Publicity
:130.00 lakhs

All the expenditure towards the display advertisements, subscription to PTI and UNI, visit of Doordarshan etc. are met from the head. The proposal to establish a Press Club at Gangtok has also been approved by the Government during 2001-2002. The Department is giving a great of Rs 1.00 lakhs to the Press Club from this CFY, besides this, the display advertisement are released to national papers and national magazines of national repute also.

Information Centres
:9.00 lakhs

There are three District Information Centres established at three district with the Headquarter at Gangtok. To cope with the increased work load in photography, 4 posts of Assistant Photographer/ Projectionist is porposed to be created. All expenditure, on vehicle, office and house rent are met from this head.

Photo Services
:10.00 lakhs

Under this head the Department has to meet the expenses of recurring nature connected with the photo section where besides purchasing printing and developing of films maintenance and upkeep of photography is also necessary. The black and white darkroom is functioning with old equipments and the enlarge is beyond repair. Therefore the Department proposes to have a new darkroom from black and white in 2002-2003. It is proposed to organise annual photography and videography training during 2002-2003 under this scheme.

There is also proposal to buy three cameras, one motor camera and one big Digital Camera along with accessories and lenses during 10^th Plan.

PUBLICATION
:132.00 lakhs

The only Government bulletin "Sikkim Herald" is coming out in 13 languages viz., English, Nepali, Limboo, Lepcha, Tibetan, Newari, Gurung, Tamang, Rai, Sherpa, Manger, Sunwar, and Bhutia languages too. Translator are appointed to carry out the translation work of Sikkim Herald in all these languages who are paid consolidated salary of Rs 2500/- per month.

The department is also bringing out a quarterly magazine "Sikkim today" highlighting the activities of the Government. Compendium is also one of the major publication of the Department which is published annually by the Department detailing the achievement of the department. Printing of Calendar is another major job of the Department.

A post of DTP Operator is also proposed to be created for this section besides a few more computers for the publication. Besides these all, this year department is publishing a book on HCM’s speeches’ also for which planning has provided Rs 15.00 lakhs in the supplementary grant.
