Direction & Administration
Annual Plan: Rs 117.50 lakhs

The fund provided under Direction and Administration is the establishment cost and for payment of honorarium to 500 AWWs @ Rs 750/- p.m. and 500 Helpers @450/- p.m. respectively on the approval of the Government.

Creches for Working Women’s Children.
Annual Plan: Rs 1.50 lakhs

A number of NGOs are running 115 Creches throughout the State under the supervision of Social Welfare Advisory Board. 90% of the grant is given by Central Advisory Board and only 10% share is to be borne by the State Government for which the State Government has kept 1.50 lakhs during 2002-2003.

Children’s Day Celebration
Annual Plan: Rs 0.50 lakhs

Every year Universal Children’s Day is celebrated on 14th Nov. on the occasion of Birthday of Pandit Jawaharlal Nehru, the first Prime Minister of India. Each year a National theme is given by the Central Government according to which different programme are organized by the department for which a sum of Rs 0.50 lakhs is kept for the current year.

Working Women’s Hostel
Annual Plan: Rs 2.50 lakhs.

There are two Working Women’s Hostel i.e. one at Gangtok and one at Namchi which is being run by Sikkim Women’s Council. The Hostel is being looked after by the department which has 74 inmates at present. For the upkeep of this hostel, a fund of Rs 2.50 lakhs is kept during 2002-2003.

Training for Women
Annual Plan: Rs 0.50 lakhs.

Every year twenty number of women’s are given training on cutting, tailoring and knitting etc. which are to be carried out through reputed NGOs. The department give financial assistance for which Rs 0.50 lakhs is kept during the Current Financial Year.

Women’s Day Celebration
Rs 0.50 lakhs

Every year Quami Ekta Week is observed throughout the country w.e.f. 17th to 24th Nov. The whole week is celebrated as different occasions like Fund Raising Day, Disabled Day etc. And 24th Nov. is always celebrated as the Women’s Day by organizing exhibition cum sale of products of the department or NGOs talk on issues relating to women and children, seminars and workshops etc.

Grants to State Social Welfare Advisory Board (SSWAB)
Annual Plan: Rs 17.00 lakhs

State share of Rs 33.4% for running ten Border Area Projects in the State under SSWAB for current year id Rs 17.00 lakhs.

Small Family Scheme

The Scheme is for the girl children who have attained the age of 13 years. The main objective of the scheme is to control population by delayed marriage and to reduce female motility. The scheme also encourages couples to postpone the birth of first child and also to maintain gap between the first and second child.

Under this scheme girls attaining 13 years of age are required to register themselves with the department after fitting up the prescribed forms. Thereafter, the department will deposit an amount of Rs 1,500/- in the joint account of each beneficiary and the concerned CDPO.

The scheme provides an incentives of Rs 200/- if the beneficiary marries after the age of 21 yers and an additional incentives of Rs 500/- will be given to her if she marriage at the age of 22 years. Further, if she marries at the age of 23 years, an additional incentive of RS 1000/- will be paid to her. Incentive of Rs 100/- will be given for delivering a child after two years of marriage and incentive of Rs 1000/- will be provided if a gap of three years is maintained between the first and second child. The beneficiary will get all the amount along with interest accrued thereon at the age of 50 years after deducting Rs 2500/- which will be used for covering fresh beneficiary provided she remains with only two children.

Under this scheme, literacy incentive only to the beneficiaries is also provided at the rate indicated below:-

1. Rs 2000/- if a beneficiary stands first in class VIII Board examination (district-wise)

2. Rs 3000/- District-wise topped at Class X Board Examination.

3. Rs 5000/- District-wise toppers at Class XII Examination.

4. Rs 10,000/- State topper in Class XII Board Examination.

Budget at the Annual Plan is Nil but an amount of Rs 17.00 lakhs is required to covered beneficiaries for the current financial year which needs to be provided in the supplementary grants.

Sikkim State Commission for Women

The Sikkim State Commission for Women Bill has already been enacted by the State legislative Assembly in 2001 and a token provision of Rs 1.00 lakh exist in the Annual Plan.

The Above Commission will start functioning as soon as the Chairperson and Members are appointed by the State Government. And the fund required for infrastructure, salaries etc for the next financial year is Rs 29.18 lakhs.
