The scheme of Modernisation of State Police force
is conceived as a long-term plan for upgrading the infrastructure
and capabilities of the State Police force.
In accordance with the growth of population and other
social/ political activities, the Sikkim Police has also developed
in consonance and now consists of the following branches which includes
26 Police Stations, 48 Outposts viz PHQ, Communication Branch, Crime
Branch, Reserve Lines, Computer Branch, Special Branch, Fire, Home
Guards & Civil Defence, Training Branch, Sikkim Armed Police,
IRBn and Check Posts Branch.
Besides performing the duties as envisaged in the
Police Act of 1861, the Sikkim Police also performs various multifarious
duties during natural calamities and other unforeseen circumstances.
In the field of sports and other activities, Sikkim Police has been
striving hard to maintain national standard. The efforts of Sikkim
Police coupled with the main achievement of community participation
has kept the crime rate in the state the lowest in the country, despite
having some infrastructural deficiencies in many spheres of its activities.
With a view to achieve a planned and balanced development
of Infrastructural in the Sikkim Police. An annual plan is proposed
which is briefly as follows:-
The provision in the Annual Plan under EFC for 2002-03
is Rs 60 lakhs. In addition Rs 235 lakhs has been allotted as the
State Share from the State Annual Plan of 2002-03 to support the Centrally
Sponsored Scheme on Modernisation of Police Administration. The detailed
headwise allotment of funds is as under:-
(a) Equipment and weapons for Police (under EFC)
Rs 27.80 lakhs
Under this head a sum of Rs 27.80 lakhs has been
provided to purchase equipment for the police force.
(b) Mobile Forensic Science Laboratory (under
EFC)
Rs 9.60 lakhs
Budget allocated under this head during 2002-03 is
Rs 9.60 lakhs, which is meant to be expended for purchase of equipment
for Mobile Forensic Science Lab.
(c) Equipment for State Forensic Science Laboratory
(under EFC)
Rs 10.60 lakhs
Budget allocation in this head for 2002-03 is Rs
10.60 lakhs. The fund is proposed to be utilise for the construction
of forensic science building and procurement of equipment for the
same.
(d) Construction of Police Station (under EFC)
Rs 9.60 lakhs
Rs 9.60 lakhs is the budget allocation, which is
to be utilised for construction of Police Station at Ranipul. The
work has already been started and is under progress.
(e) Construction of Rest room, toilet (under EFC)
Rs 2.40 lakhs
Rs 2.40 lakhs is the budget provision for 2002-03,
which is to be utilised for providing amenities for the women police
personnel.
Modernisation of Police Force
(a) Internal security
Rs 50.00 lakhs
Under this head Rs 50.00 lakhs has been earmarked
during the current financial year which is to be utilised for purchasing
various security related equipment.
(b) Machinery and Equipments
Rs 25.00 lakhs
Budget allocation under this head for the year 2002-03
is 50.00 lakhs. The funding pattern is 50:50 CSS thus the fund provided
out of State Plan is Rs 25.00 lakhs. The amount of Rs 50.00 lakhs
is to be utilised for purchasing networking and office automation
equipment.
(c) Construction of Police Qtrs., Station &
Outposts
Rs 125.00 lakhs
Under this sector Rs 250.00 lakhs has been provided
for 2002-03 out of which the State share is Rs 125.00 lakhs as the
funding pattern is 50:50 CSS. The allotment made for 2002-03 is proposed
to be expended on the following works:-
1. Construction of Police Housing Colony at Tadong
2. Construction of I.R.Bn Headquarters at Pipaley
3. Construction of Police Training Centre at Yangyang
4. Establishment of Gymnasium at Pangthang
5. Construction of 8 Unit Class IV quarters at Pangthang
6. Construction of Tourist post at Singtam
7. Construction of Outposts at Reeshi, Rangrang and Rikyap and
8. Construction of Police Station at Sombaria
POLICE QUARTERS AND BARRACKS
Rs 35.00 lakhs
Rs 35.00 lakhs has been provided under first Supplementary
Demands for Grants 2002-03 under Major Head 4055- Capital Outlay on
Police 00.211 Police Housing 60-Construction o 60.00.73 Police Quarters
and Barracks for payment of cost of land purchased by the Department
at 6th Mile, Tadong for construction of Police Housing
Colony. Equal amount may be provided under the above Head of Account
every year for payment to Sikkim Housing & Development Board as
on instalment basis.
INDIA RESERVE BATTALION
Projected outlay for (2002-07) is Rs 200.00 lakhs
out of which Rs 100.00 lakhs has been kept under Salary head of IRB
for 2002-03. Four companies of IRB have been raised during 2002-03
and are undergoing Training at Pangthang and their salary is being
made out of Rs 100.00 lakhs (approved outlay for 2002-03).
